The Government of the Republic of the Philippines has received a grant from the Government of Japan to implement the Project for the Construction of Waste to Energy Facilities in Davao City.

Crown Agents, acting as an agent for and on behalf of the Government of the Republic of the Philippines, now announces the procurement exercises for the design, construction, operation and maintenance of the Waste-to-Energy facilities.

Bidders shall meet the following qualification requirements to participate in the bid:

  1. A Bidder and all members constituting the Bidder in case of Joint-Ventures shall be Japanese nationals. Japanese nationals means Japanese physical persons or Japanese juridical persons controlled by Japanese physical persons. Any firms, who fall under any of the items of Article 26, paragraph 1 of the Foreign Exchange and Foreign Trade Act (Gaikokukawase-oyobi-Gaikokuboeki-Ho, Law No.228 of 1949, Japan), shall not be regarded as being controlled by Japanese physical persons.
  2. A Bidder shall have the following track records:
    2.1 The Bidder or a subsidiary* owned by the Bidder shall have three (3) or more track records of overseas construction work in the role of a contractor, management contractor or subcontractor, successfully completed within the last 15 years with each contract valued 5 billion Japanese Yen or more.
    2.2 The Bidder shall have three (3) or more track records of engineering, procurement, and construction work for WTE facilities, exclusively in the role of EPC contractor, successfully completed within the last 20 years, either domestically or overseas.
    2.3 The Bidder or a subsidiary* owned by the Bidder shall have three (3) or more track records of operation and maintenance services for WTE facilities, exclusively in the role of prime operator, successfully completed or ongoing within the last 20 years, either domestically or overseas.
  3. A Bidder shall not be debarred by the Government of Japan and/or by the Japan International Cooperation Agency (JICA) from participating in bidding exercises.

The deadline for the registration is Tuesday 13 October 2026.

Crown Agents will provide the bidding documents to the registered bidder.

Crown Agents may contact bidders to request clarification or additional information regarding their compliance with the qualification requirements, if necessary.

Please note that compliance with the above qualification requirements does not guarantee eligibility to participate in the tender. The actual qualification of each bidder shall be determined based on the documents submitted as part of its Bid Proposal.
